Greetings!

 

President Biden has retreated from a "forever war" in Afghanistan to concentrate minds on China, leaving new geopolitical space for China and Russia in Eurasia and the Arab Peninsula. Notwithstanding a high-profile "hostage exchange" with Beijing, the United States is doubling down on confronting China in the Asia Pacific. Witness the AUKUS (Australia-UK-US) nuclear-powered-submarine alliance, completing the China-encirclement with military assets in the "First and Second Island Chains" (Okinawa and Guam). This augments other coercive capabilities, including sanctions, tariffs, decoupling, and access denial of frontier technologies, not to mention anti-China narratives and tactics on human rights and democracy. 

 

China is being seen as an existential disruptor of the extant world order dominated by the United States. It begs the question how the West would be able to coexist and where needed, share power with a self-assured, ideologically different China on an equal footing. It also calls into question whether obsession with military and coercive tactics would be barking up the wrong tree, especially when China may become the world's largest economy sooner than expected. 

 

During this global power transition, different dynamics in multiple theatres, arenas and regions are at play. The following may hopefully help with some fresh perspectives.

Greetings! May I first wish you a relaxing summer, pandemics permitting!

 

The Chinese Communist Party (CCP) has just celebrated its centenary. Under its tutelage, the lives of the Chinese people, a fifth of mankind, have been miraculously transformed. China has become the world's second largest economy, largest trader and manufacturer, with notable advances in computing, 5G, AI, military and space capabilities. After a "Century of Humiliation", the Chinese people can now hold their heads up high, embracing the China Dream of national renaissance, including a greener and "more beautiful China".

 

According to Harvard and PEW research surveys, across the globe, the CCP is the government most trusted and supported by its people, belying questions about its legitimacy.  Meanwhile, perhaps by 2028, China may overtake the United States as the world's largest economy (albeit not in per capita terms).

 

On the other hand, China's growing global clout, its perceived transgressions on human rights, undesirable trade practices and assertive actions over the South China Sea, Taiwan, Xinjiang, and Hong Kong, are troubling Western nations and Asian neighbors. Indeed, China's image is plummeting across the world. 

 

China has no intention to rival the United States' 800 military bases in more than 70 countries. Its scientific and technological breakthroughs in multiple fields remain way behind the United States. The mighty dollar still reigns supreme. Nor can China hope its ideology will be readily embraced by more than a handful of countries, or that its culture will be more popular. 

 

Regardless, intensifying Great Power contest has totally upended US-China relations across the board, including ideologies, the military and space. On the other hand, the world is becoming more multipolar, with many countries, including most Western allies, hedging their bets. 

 

In this generational geopolitical maelstrom, how to avert war and promote peace will continue to tax the best minds. Would a little less binary or Manichaean thinking help?  On ideological application to China, should one recall Deng Xiaoping's black cat, white cat, or perhaps a hybrid cat in between? 

 

The following may hopefully serve to stimulate some fresh thinking.

While we remain consumed by Covid-19 fears, much of the world dynamics has changed almost beyond recognition. China's seemingly unstoppable rise and undaunted national confidence have engendered open or hidden anxieties, if not sinophobia, across the globe, not least in the United States and its Western allies. A fig-leaf of "cooperation" fails to hide a generational paradigm shift towards "extreme competition", if not a "Second Cold War", against China, subconsciously feared to erode the US-led liberal world order, with all that implies. 

 

A deeply-interconnected and interdependent world is now caught in a dilemma of disruptions, realignment of interests, and coercive actions with high-stake risks. Much seems to be knee-jerk reactions trying to avoid the unavoidable: a back-to-the-future reality that a 21st-century "Middle Kingdom" may soon regain its former prominence and global influence that characterized the world before the 18th century. 

 

How this pendulum swing may play out remains, at best, uncertain. The following may offer some useful food for thought.

2020 will be remembered as the year turning the world upside down. A global pandemic of the century has exposed the fragility of health systems and deepened the fissures of globalization. US-China relations have sunk to an all-time low with bipartisan consensus branding China a systemic menace and arch competitor. Hong Kong and Taiwan are now caught in the crossfire while the rest of Asia are hedging their bets. The tectonic shifts in geopolitics are being felt in supply chains worldwide. A new Biden Presidency is raising some expectations without clearing fundamental anxieties.  Amidst the engulfing fog, the following may hopefully offer some new perspectives.

Greetings! 

 

In just a few months, the world has changed almost beyond recognition. The Coronavirus pandemic has revealed the true colors of nations and peoples. It has changed how lives and businesses can be conducted. It has intensified an epochal contest for global power leading to a face-off between the world's Superpower (with its liberal world order) and its perceived challenger, with increasing risks of miscalculations.

 

Hong Kong, where I am based, is right at the center of these shocks. As if that is not enough, Beijing's unilateral introduction of a national security law for Hong Kong rattles the dynamics underpinning One Country Two Systems. This unique status has been an incalculable boon not only for China and the Special Administrative Region but for the rest of the world. Now the United States is threatening unspecified sanctions which could undermine Hong Kong's survival as a global financial center.

Greetings! 

Hong Kong has had a long and fiery summer. Reminiscent of the "butterfly effect", triggered by a Taiwan murder case, an extradition bill intended to prevent Hong Kong from becoming a haven for criminal fugitives has led to socio-political conflagration. The bill's extension to cover extradition to Mainland China ignited a powder keg of pent-up frustrations. These include upward hopelessness of the younger generation, anger with One Country Two Systems increasingly tilting towards One Country, and the government's perceived haughty nonchalance. While the vast majority of protesters are peaceful, diehard militants, apparently aided and abetted by behind-the-scene politicians and other backers, are holding the city's law and order to ransom. 

 

Preceded by peaceful protests, the same real-time dramas of violent police-confrontation by black-clad, gas-masked militants unfold before a tired and worried city every weekend evening. Caches of high-explosives were uncovered. Petrol bombs, handy catapults and sharp metal objects are deployed. The police responds with tear gas, beanbag rounds, and arrests.  Hong Kong's parliament chamber was ransacked. The national emblem of Beijing's representative office was defaced. A hoisted national flag was thrown into the harbour. Police stations and staff quarters were attacked while police relatives and kids are targeted for harassment.  Hong Kong's international airport was obstructed to a halt. Slogans of "Liberate Hong Kong" and "Revolution of Our Times" appear in banners or sprayed on buildings.  Ten Hong Kong people were recently caught displaying these banners in Tibet. A sense of anarchy and ulterior motives prevails.

 

Meanwhile, protesters remain insistent on their "Five Demands": formal "withdrawal" of the now officially-abandoned and declared "dead" extradition bill, setting up an independent commission of enquiry to look into alleged police brutality, non-application of the crime of "Riot", freeing all arrested protesters, and universal suffrage unconstrained by Hong Kong's Basic Law. The government has refused to capitulate to these demands. 

 

Conspiracy rumours abound. References to a "color revolution" and a Hong Kong-styled "Tiananmen Square" are becoming more frequent. The People's Liberation Army in Hong Kong's garrison and across the border are on high alert. One Country Two Systems appears on the brink of being torn apart. 

 

As I write, the Hong Kong situation remains fluid. This is compounded by uncertain trade and geopolitical rivalry between China and the United States. The G7 has affirmed the validity of the UK-China Joint Declaration on One Country Two Systems, cautioning against violence on both sides. 

 

Amid the smoke and mirrors, the following may hopefully offer some fresh perspective.

Kiron Skinner's stretched attempt to find a "Trump Doctrine"

The State Department's learned director of policy planning caused quite a stir at the Future Security Forum with the New America Foundation on 29 April, 2019. (She appears from time counter 9:12:36 on the final panel before the end of the Forum). At one point, she characterised the US contest with China as the first with a "non-Caucasian" power. This racist gloss is as embarrassingly inaccurate as it is disingenuous, as rebutted by The Washington Post. Click here and here. 

Nothing illustrates better where Skinner is coming from than her attempt to rationalize President Trump's unpredictability into a "Trump Doctrine" supported by respectable, and apparently consistent, "Four Pillars" - (a) National Sovereignty (b) Reciprocity, (c) Shared Responsibility, and (d) Regional Partnership. 

However, as every party at the receiving end, US allies included, now knows, National Sovereignty means the sovereignty and primacy of the United States, not so much that of another nation if at odds with "America First". Reciprocity means other countries, however different, need to reciprocate what the US does if somehow they manage to benefit. Shared Responsibility means US allies can no longer be free-riders on American security protection. They need to pay or to varying degrees, fend for themselves. As for Regional Partnership, absent global peers, a regional approach is adopted to rally allies to serve America First priorities, which may not always coincide with theirs.   

American hegemony is characteristic of US exceptionalism underpinned by American ideals of "City on a Hill". It is driven by the "military-industrial complex" (including Wall Street) dating back to the times of Eisenhower. This powerful complex sits at the heart of American economy and politics. Its oxygen is fixation on an overarching national enemy or rival. It was the USSR during the Cold War. It's China now. 

With the rise of China, a resurgent Russia, and global economic gravitas shifting towards the developing world, a resurgence of American hegemonism appears symptomatic of a foreboding sense of relative decline.  

By inventing fancy covers for Trumpian hegemonic behaviour, Ms Skinner risks making people see that the emperor has no clothes, or think that he doesn't need them after all.
