Where Global Governance Went Wrong—and How to Fix It

Joseph Stiglitz, a Nobel laureate in economics and a professor at Columbia University, wrote the above think-piece in Foreign Policy on 28 April.

Echoing his earlier seminal works Globalization and Its Discontents (2003) and Making Globalization Work (2007), Stiglitz laments the worsening breakdown of equitable governance, both nationally and globally.

Much-touted neo-liberalism has not succeeded to lift all boats within most nations and globally. Unbridled "free economy" often serves to give "total liberty to the wolves and death to the lambs".

He cites examples including the 2008 Global Financial Crisis, the Covid "vaccine apartheid" prizing Big Pharma fortunes over millions of lives in poor countries, and massive subsidies to enterprises under the "CHIPS and Science Act", begging questions of "free market" double standards. 

Globally, the Global South is being marginalized for lack of a fair "world government" enforcing the so-called "rule-based world order", reminiscent of famed Greek philosopher Thucydides' quote "The strong do what they can. The weak suffer what they must."

To win hearts and minds in a "new Cold War" agaisnt China, Stiglitz suggests that the United States should "abandon the corporate-driven rules-based system and work instead to create a set of at least basic rules that would reflect common interests."

The "corporate-driven system" is shorthand for the deeply-entrenched "military-industrial-financial-techological-media"complex that has long taken root since former US President Eisehower's parting shot in1961. See New Yorker famed investigative journalist and author Jane Mayer's bestseller Dark Mioney (2017). The hard-wired elite "corporate-driven" DNA is unlikely to change anytime soon.  

Unless the United States and other countries start to embrace a more equitable "alternative world order" including reform of the United Nations Security Council, the law of the jungle in geopolitics, albeit subtly nuanced or camouflaged, is likely to continue, at a time when America can no long call all the shots.

Andrew's April 2024 Newsletter

Greetings! May I first wish you a forthcoming glorious summer! 

The world is at a rare inflexion point.  As many as 64 countries plus the European Union are having leadership elections this year, covering half of the world population and including those, like the U.S. and EU, of global consequence.

The U.S. is finding both feet stuck in deep mud over Ukraine and the Israel-Hamas conflict with humunitarian disasters of biblical proportions.  The EU is struggling to cope with both a much-weakened economy and the looming prospects of an unpredictable second Trump-adminstration.

China has re-emerged from the economic ravages of a historically severe pandemic. It is beginning to,find its feet in a world economy transformed by the Fourth and Fifth Industrial Revolutions of borderless digitital connectivity. Howewver, the US-let Western camp is doubling down on anti-China "de-risking" or decoupling, friendly rhetoric and diplomatic overtures notwithstanding.  

Amidst the smoke and mirrors of this uncertain year, the following may hopefully offer some fresh food for thought.

Why the United States is losing the plot over Ukraine and Gaza

John Mearsheimer, father of "Offensive Realism", elucidated the above topic at the Australian Center for Independent Studies on 15 March. He spoke with great clarity on how the US has unwittingly become mired on both feet in Ukraine and the Israeili-Hamas wars, unable to concentrate on China as its acknowledged greatest rivalry for global power. 

Mearsheimer also highlighted the American folly of pushing Russia into China's embrace, (not forgetting Iran). This was the deadly "anti-hegemonic alliance" forewarned by the late Zbigniew Brzezinski, a doyen of American foreign policy, in his much-acclaimed 1998 tome The Grand Chessboard: American Primacy And Its Geostrategic Imperatives (page 55).

To this anti-hegemonic alliance must now be added North Korea, and indeed, many countries in the Global South, growing disillusioned with "America-First" hegemony. 

However, the dilemma remains that the U.S. cannot wash its hands off Ukraine and/or Gaza without undermining its global power, adding to the perception of China getting a one up in the great power rivalry. 

To Mearsheimer's call for US strategic focus, let's not forget a host of other "global threats" summarized by the US Director of National Intelligence in his Annual Threat Assessment of the U.S. Intelligence Community of 5 Febuary 2024. The report addresses in great depth a host of perceived threats faced by the United States, including China, Russia, Iran, North Korea, Ukraine, Gaza, Disruptive Technologies, "Digital Authoritarianism", Weapons of Mass Destruction, Climate Change, Health Security, Migration, as well as Non-State Threats including Transnational Crime, Human Trafficking, Terrorism, and Private Military and Security Companies.

From Europe to the Middle East, the world's geopolitical tectonic plates are shifting fast.  Uncertain outcomes are confronting the Great Powers. America and its European allies remain united against a revanchist Russia. However, they appear anxious, if not paranoiac, about a rapidly rising, and sure-footed China, suddenly emerging from three years of pandemic lockdown to demonstrate its growing global gravitas. Meanwhile, a prolonged continental-scale proxy war over Ukraine has resulted in persistent inflation, repeated interest-rate hikes, social unrest, and an apparently contagious banking crisis.

Much of the West's mishaps and misguided actions reflects an unspoken denial.  Unable to call all the shots, the West's absolute dominance over the world order no longer endures. While the art of peaceful, inclusive co-existence (or "harmony despite differences" according to ancient Chinese philosophy), has yet to be learnt, the world is becoming a more dangerous place. The supply of "depleted uranium shells" to Ukraine may risk bating a heavily-nuclear-armed Russia in a downward spiral towards nuclear Armageddon.  

The following may offer fresh perspectives on some of the world's most critical flashpoints.

Greetings! May I first wish you and your loved ones a Happy Holiday Season and a rewarding 2023!

As we experience some festive relaxation, dark clouds continue to gather on the horizon. How would the Ukraine war pan out, with Russia losing or regaining the upper hand? Is a new multipolar World Order beginning to take shape, or will American hegemony continue to endure? Would US-China relations stabilize into a new normal, flashpoints like Taiwan notwithstanding? How would China's population, a fifth of humanity, cope with a sudden transition from a "dynamic zero-Covid" strategy to "living with the virus", as the pandemic appears to morph into a less deadly endemic like many other countries? 

Testing uncertainties remain. The following may hopefully offer some useful perspectives, including sunshine in the horizon.

Forum MEDays 2022, Tangier, Morocco, 2-5 November; "From Crises to Crises; Towards a New World Order?"

The MEDays Forum is organized by the Amadeus Institute, a Moroccan think tank based in Rabat and chaired by Brahim Fassi Fihri under the patronage of King Mohamed VI. It is considered by some observers to be the African Davos, as it is attended by some African heads of state and senior policy advisors including those from Western countries. The 14th Edition was held in Tangiers from 2 to 5 November 2022.

My attendance as a sponsored Speaker included speaking engagements on three separate sessions: Day 3 - Round Table 3 - Global Energy Governance: New World Order, New Energy Order?; Day 3 Session 8 - Doing business in Africa in times of crises: How can China contribute; Day 4 - Session 10 - US-China relations and tensions in the Indo-Pacific region: Is a Pax Sino-Americana possible in this fractured world? Details of the Forum program may be accessed here.

Andrew's October 2022 Newsletter

Greetings!

The world we have known for decades has now been turned upside down. A sense of uncertainty, anxiety and foreboding permeates everywhere. The Ukraine War is dragging on to a shivering European winter. Hell-bent on racking a revanchist Russia, it is threatening to engulf the rest of the world with nuclear Armageddon. Historic inflation and Fed rate hikes are ravaging economies across the globe. Extreme drought and weather conditions bear witness to worsening global Climate Change. Far-right neo-Nazi and neo-Fascist political parties are having a field day in hitherto liberal European democracies. All these are set on the grand stage of a no-holds-barred smokeless war of titans mounted by the United States, the extant world hegemon, against China as its perceived challenger, at the expense of collateral disruptions in four corners of the globe.

Greetings! May I first wish you a promising and rewarding 2022, pandemics notwithstanding! 
 
From a trade and tech war, US bipartisan pushback against China is morphing into a clash of civilizations. Along with close Western allies, the United States is doubling down on demonizing China at every turn, imposing sanctions, denying access to markets and technologies, expanding provocative "Freedom of Navigation Operations" in the South China Sea, employing "salami slicing" tactics to advance Taiwan's de facto independence, and calling for a "diplomatic boycott" of China's Winter Olympics. All the while, the US expects China to open up more of its markets, cooperate on Climate Change, North Korea, Iran and Afghanistan, in short to bow in all to US-defined rules and objectives. All these are opening up "century of humiliation" wounds of a more globally-influential, technologically-savvy, militarily-advanced, and ideologically-self-assured China under President Xi. 
 
Attitude is no strategy. Unsurprisingly, the US tactic of maximum coercion doesn't appear to have yielded fruitful results, not to mention broken global supply and value chains, and rising domestic inflation. "Strategic miscalculations" abound, forgetting that politics remains the art of the possible. This is especially true with a peer competitor set to become the world's largest economy within a decade, one on which 128 of 190 countries worldwide depend as their largest trading partner, and one with a completely different ideology, culture and ancient civilization. 
 
The following may hopefully offer some fresh perspectives.
