N.B. In face of mounting pressures from the pan-Democrats for "universal standards" and "public nomination" and other devices watering down the powers of the Nominating Committee, my earlier Op-ed in the South China Morning Post dated 12 April expounded on the importance to Beijing of insisting on Article 45 of the the Basic Law. This stipulates a "broadly representative" Nominating Committee with equal representation of the four sectors forming Hong Kong's economic and political fabric. It also highlights the need for the collective exercise of the Committee's nominating process "in accordance with demcratic precedures", which implies a majority decision of at least 50% of the members of the Committee. It was probably the first time these two Beijing red-lines were highlighted in Hong Kong, albeit only in the English language.
